Since the “Doi Moi’’ policy started in 1986, the authorities of Ho Chi Minh City have had to address several challenges in urban development. Although their human resources and financial means are limited, they have tried to provide some answers to the urban boom, which results from:
  • the rural-urban migration and the urban attractiveness
  • the accelerated economic transition from a socialist centralized planning system to the globalization with a high economic growth
  • the urge towards modernity
To support their awakening and the significant efforts that have been accomplished by local governments, we intend to strengthen their skills by giving them more human resources and appropriate equipment. In that perspective, the professional training of middle managers and executive seniors which includes some presentations of different foreign experiences and methods could contribute to reinforce their capacities. It is PADDI’s mission to work with them to face new issues.
